Problem for Vornado Circulating Fan

I have a vornado fan on a pedistal that's about 13

I have a vornado fan on a pedistal that's about 13 years old. Have to twirl the blades manually to get it to start. Acts like the blades bog down and won't turn after turning off the fan for the night. Have cleaned it but still won't start without spinning the blades manually. Do I need to oil the shaft or what?
