Probably -- the 4mm gives too much magnification for you telescope-- difficult to focus or find thing in the sky-- you should also have had an eyepiece somewhere between 17mm and 24mm for lower power viewing.

Many on line retailers sell eyepieces. They come in 3 sizes, .975, 1.25, and 2 inch sizes. Measure the hole in the focuser. Here is 1 retailer:

S EYEPEICE SUITABLE FOR A TASCO 280 TELESCOPE

Can't give you a direct answer. You will have to measure the diameter of your existing eyepiece. If it is 1.25 inch diameter, then it will be fine (and far superior to the stock eyepieces).
If your eyepiece is .965 diameter, you will need to but a .965 to 1.25 adapter, or, Antares makes a fine .965 plossl series.

No image viewed through the eyepieces of telescope

this is all i could find from the internet.
( Put the eyepiece with the largest number written on it into the focuser. ... Turn the focus knob back and forth slowly until the image is in sharp focus.)
as you say you have the manual so no point it sending you to that link.

I bought an old Tasco 11TR reflector telescope at a used store, but it does NOT have any eyepieces nor manual. What should I buy to at least make this 'scope useable for moonwatching?

Eyepieces are available from many on-line retailers -- measure the hole in the focuser. Eyepieces come in 3 sizes, .965, 1.25, and 2 inch.

I have a tasco galaxee 46-114375, in a move, I lost all of the lenses, refractor, and the manual. Where can I get replacement parts?

You cannot find a manual for this telescope. However you can buy replacement eyepieces they come in 3 sizes, .975, 1.25, and 2 inch. Measure the hole in the focuser.

Focussing

All of Tasco's manuals are on this web site-

Put the eyepiece with the largest number written on it into the focuser-- do not use the 2x barlow if you have one. Practice focusing with this eyepiece during the day time on a distant object like a telephone pole or a building.
