are you trying to launch from dock if so, single click and hold the safarfi icon and drag it off the dock (that should remove it from the dock)
then go to your applications folder find the safari icon and drag it to the dock
the new safari icon should work

It sounds like the system is corrupted. What I would do is to get your
instal disk. To boot up you do this by holding down the c key on your keyboard. Once you
have booted up go to the file menu and run disk utility to verify and
repair the hard drive. It may also be worth it to repair the permissions as well. This may sort the problem. If it does not boot up again as described above and go to the instal menu and instal a fresh
system remembering to preserve the users data so you do not wipe

Yeah...sounds like your hard drive is full. One thing that a lot of newer users do is keep the .dmg, .sit and .zip files after they've installed new programs. So double check that you've properly installed any new programs into your Applications folder and then trash those .dmg, .sit. and .zip files (if you have any).
Tell us more about your system, how big is the hard drive. Do you have a lot of Music, Photos or Movies files you've got on there. If you do, you need to start looking for an external storage option for some of those files.
FYI, you should keep a pretty good sized portion of your hard drive free for the system to use as virtual memory storage...if you don't, it will slow down your system.
