First change the fuel filter. Carefully pressurize the fuel tank to see if you have fuel flow to the carb. If no luck, depending on the yr. You may need to rebuild the fuel pump which is on the front of the carb and some models its on the side of the blower housing. This is not as easy as it sounds. I accidentally put one back together WRONG and destroyed it and I have 35 yrs experience at this stuff. I had to order a new pump body from briggs.
The diaphragm kit is part #693503 is for the 4 screw fuel pump and includes everything you need to completely rebuild the carb and fuel pump.

pull the fuel line goin to the filter also make sure if equipt shut off valve is open. blow thru the line to see if u can here air bubbles commin back thru the tank
