Question about LG CHOCOLATE VX8500 Cellular Phone
##program8500 send 000000 then select Service Prg. then go until you read Phone Number (MDN) and then punch in what ever number you want then call *228 then hit 1 after it gives you options. After that call *22899 that will update your roaming capabilities.

That depends upon carrier. You must first register the SmartCard (T-Mobile/AT&T etc) or the ESN with the carrier you wish to use. Then for Verizon or AT&T (and some other carriers) after the card/esn is registered place a call to *228.
If the phone is ESN locked to a specific carrier and you wish to utilize a different carrier you must unlock the ESN prior to attempting to register it with the carrier of your choice. You must also correctly configure network type, protocol, etc, with information obtained from that carrier prior to activation.
Not all phones can be swapped from company to company in this fashion as some have company specific hardware at time of manufacture.
