I always get an i/o device error when trying to copy files from my hard disk to my system

Reseat the data cable inside the Seagate drive. If you know the Seagate to be operating correctly, can you copy files from your computer to the Seagate? The answer should be no. In that case either the Seagate HDD is failing, failed or the USB port is improperly operating.

Microsoft Windows asking me to backup the files in drives because hard disk has encountered a problem. How to solve the problem without backing up of the files?

There is no way you can avoid this because if the hard drive fails you will lose your data.
Do you want to risk losing your data?
The problem could be some bad blocks on the hard disk and Scan Disk may fix this problem BUT there is a risk this process may wipe out some data files or may require re-formating the hard drive.
The hard drive may be corrected by re-formatting the hard drive, but this process will wipe your data off this hard disk.

The USB port on my seagate 500GB external drive has broken off, and is somewhere inside the case.

You should be able to pop open the enclosure to retrieve the hard drive. You may need to take out a few screws.

Once you've done that, you can purchase another external USB enclosure to replace the broken one.
