Disconnect it should ohm out at about 78 ohms at 70 degrees if open no good or shorted no good replace if voltage to gas valve when it should be firing bad ignitor

to be more specific... All of your switches or safety sensors need to be confirmed that there is a demand for heat. and they are: toggle switch on, thermostat set for higher temperature, high limits not tripped, and pressure switch sensing that there is good water flow. if these are all a positive go, then the heater will accept this as a need to heat the water. This all appears to most people as very simple and easy to understand, except for the case of possibly the water flow issue and the high limits? If the high limits have an open circuit, there is nothing that you can do about that, they are bad and will need to be replaced. The pressure switch, if it has an open circuit, it is because there is not enough water flow, and the most common reason for that is, a dirty filter. It will need to be cleaned.
The thermocouple, or pilot generator, creates enough voltage, which is by the way under one volt, which is called millivolts, to open and close the gas valve, and operate your heater.
when all of the above is a go, the gas valve receives its voltage, which is a sign or indication, to open the valve and allow fuel to enter the burner tray which will then be ignited by the standing pilot flame at your pilot burner assembly.
if there is no ignition, you either have one of the switches above not confirming it is ready to fire, or the gas valve itself is bad.
