Hi. i can help you. the best way to remove the rag is to straighten out a wire coat hanger and put a small bend at the end to act as a little hook. shove it into the hose, snag the rag and pull it out.

My dyson 28 will not suck

If you have cleaned the pre filter and the motor filter, there's also a valve in the top that if it gets totally plugged, will open. Sometimes those get stuck open. Also check inside the head where the pickup hose is, you can get a build up of hair in there and it will plug the hose. I've have to disassemble the top of the vacuum head to be able to get to that.

Dyson isnt sucking from hose or the bottom, but gas plenty of suction @ connection to the catch canister. ?????

Your dyson is probably blocked up on the inside.
After a while all that dust a crud gets stuck inside the cyclone system and needs to be manually cleaned out.

Toy stuck in hose

Generally, this is a job for patience!  First, remove the hose from the unit.  Try a broom handle to push the toy out...you will not damage the hose.  If that doesn't work, you can use a piece of stiff wire fed through the hose with hooked end.  An electrician's fishtape...a snake...is often useful.
