Does it turn over? If it does, what happens? Does it sound normal when its cranking? I need more information to help. Is it a push mower or riding mower? Does it start by key or pull start?

the way it sounds then, is the fuel metering hole in the carburetor bowl needs cleaned out. You clamp the fuel line, remove the nut off the bottom of the carburetor bowl, and clean out the passages in that nut. This should allow proper fuel flow, and let your engine fun full time.

Sounds to be the float and needle needs replaced. The float raises the needle to let gas through the carb. If the float isn't working properly the carb starve for gas. If replacing the float, be sure to clean the carb to.
