You should not be feeling any "trickle" of electricity. You are correct...it is NOT SAFE! I would definitely have another qualified electrician check your wiring out.

I happen to work for Rome Industries and can help you out. The "LP" code on your control board represents "Low Pressure". This is referring to the refrigerant pressure within the unit. The unit is equipped with a low pressure safety switch that when activated shuts the unit down. This could be caused by a refrigeration leak, a stuck thermal expansion valve, or even a faulty pressure switch. If you live within the state of Florida contact Rome Industries and you will receive a free of charge service call including parts and labor as long as your unit is under warranty. Could be a firmware issue and require a new mother board. Unfortunately, you probably have done all you can on your own. Time to call the local HVAC service person...
