Question about Goodman PHKJ048-1 Air Conditioner

First verify if the outdoor unit is receiving voltage, if so could be a bad capacitor or the bearings in the motor have seized. Easy way to check is to spin the fan blade with a screwdriver, if this gets the motor going, the capacitor is bad, if not the motor is bad. If no voltage at outdoor unit, check breakers.
