Question about Boating
Some shift rods unhook midway thru the leg ,others you unhook at the top and the entire rod comes out . caution getting the shift rod lenght the same as when removed is critical or you will have shifting problems.

Depending on the year motor, make sure the throttle is in the neutral position, drop the lower unit and the motor foot should come off, will probably take some wiggling and with the age of the motor, possibly a few light taps around the cavitation plate with a mallet would be helpful.

if you haven't fixed this already, take the pastic water pick up covers off there are two joiner nuts in there undo them, there is a plastic cone on each end take them off and it will slip through. I own the same model and year outboard.
