The PTO usually has a clutch that has to be engaged so that you can select the PTO rotation setting. I had a problem like that on my tractor and all it needed was a little adjustment on the PTO clutch lever, so it could disengage the PTO gearbox properly.

might be rust between the plates or you need to adjust the springs tenson there are 3 bolts on it

The fluid in the transmission is a multigrade oil. sometimes you can change the oil by removing the transmission partially or entirely and change the oil to a heavier grade like 15W40 or 20W50, the transmission has a vent mechanism on top that is where the oil would be extracted or drained from and then refilled, the level at full cold is 1" to 1 1/4" below the bottom edge of the inside of the vent pipe or plug boss. some of these had a flat vent plug, some have a hose with the vent in the end attached at a nipple and still some older units had a reservoir like on the larger tractors. The reason your trans is slowing is due to wear in the hydraulic pump face.

Have you went into the gear box. According to your complaint, it sounds like you sheared a key on one of the gears inside the gear box which is making the gear turn but not the shaft.

SOURCE: My LT1045 blows the 20
you have to start with the switch and see if its faulty
see if you can replace it temp with a toggle switch
and check the wiring back to the pto as well it mite be grounding out
If not any of these then its in the pto its self
