Try this. disconnect all peripherals but the hard drive, cd driver your using to load windows, and video card if it is not integrated into your motherboard. This means all the network adapters, and any other add-ons. If this works, load all windows updates that will include new drivers for interfaces that have outdated drivers. Hope this helps.
