Samsung galaxy note 2

Very good, thanks for expanding and clarifying what the problem is. Most probably when you updated to a new firmware somehow the firmware could've got corrupted. I have no idea if you try to hard reset. Let's try resetting your phone to factory, as if it were brand new, you will loose all data in the phone.
Turn off the phone, with the phone in off, press and hold at the same time, the volume up, home key and power key until it display the recovery. Some models does this after showing the Samsung logo, some just goes straight to the recovery.
Once in the recovery, take a moment to look at the scroll that is showing and read it. The first one is Reboot, the second must be Install From Zip, etc... Ok, what you want to do is scroll down to Wipe/factory data, once highlighted, press the power key in order to respond to the command of wiping your user data. When done, scroll one more line down to Wipe Cache, highlighted and press power. When done, go back to Reboot and press power key. The phone should reboot now. You need to log in again and input all your google account information. If this doesn't work and the phone keep freezing and lag, then it needs to be flash a new firmware with Odin. Let me know if it helps, good luck.
