chnge your water valve or your cold water hose. something could be blocking up your hose. also when you ask machine for cold water does the machine hum? if so check to see if cold water is on. if the water is on then replace your water valve.

Close your external inlet valve to the machine. Disconnect hose of washing machine from the valve; keep a bucket there and open the valve to see if water comes well. Next check the screens (filters) on the hose, clean well. This shd be done on both ends of the hose/s. Refit carefully. Check for leaks. If water still (don't forget to open the valve!) does not enter machine change the inlet valve of your wash machine. Can be done yourself. Rate me pl...........if helped.

switch off power remove top switch off water and remove hose. remove inside pipe from valve - usually held by just a spring clip remove electrical terminals valve is just held with a couple of screws usually - remove these and valve will come away. put back in same order

To get into the machine read THIS first.After you have accessed the innards then you can easily remove and check the water valve. . Hook the water up to the valve. Get a suicide cord and apply 120 vac to each of the coils and see if they open.

This sounds more like the inlet valve is being supplied with constant power when its not supposed to be.This is normally due to the old valve spikeing the PCB & now you are getting constant power supply to the new valve.I think PCB needs to be changed as well.OE error was an after effect of the machine over filling.
