It is normal for a board to beep if there isn't any RAM in it. This is due to the POST process checking to see if everything is all right, and finding no ram.
to check the board, ll you can do, is make sure the CPU is compatible with the MB, also try putting an graphics in the machine. If it displays, great! Then you know your onboard graphics are not woking or disabled in CMOS. If it doesn't show anything, and you know that the RAM is not faulty, and the CPU is compatible, and you plugged out all CD-Roms/HDDs, then either your onboard graphics are faulty, or your motherboard is dead.
(You did test it with another screen didn't you?)
