Actually most anything can cause them to do that. The helps that reduce those are a great Internet security, like Kaperski, a backup battery power supply, One of the main causes is low voltages. Your cpu cooling fan might be not functioning correctly or the system might be physically dirty or you might not be allowing air to get to the system, because of placement. There are many more reasons, so research the info I have sent you, maybe it will help.

Firstly please install Service pack 2, there are too any security problems with service pack one and power settings problems, this can be ordered free of charge from Microsoft or downloaded. When you say it boots up when you plug it in do you mean it comes out of Hibernation and returns to the desktop saying programmes are running or does it do a full boot up. Sounds as if you need to go into the bios to enable ACPI, see this post on how it's done. http://www.fixya.com/support/t121839-monitor_turns_off_automatically. Go into control panel>power options and click advanced tab to make sure the power button at bottom reads 'when i press the power button on my computer' 'SHUTDOWN' Then on the hibernation untick enable to see if it cures it.

The problem is with your microwave. The Dell PC on boot has detected the radiowaves. This has in turn when booting the Dell put it in to Ultra Safe Mode. This is new to this model Dell- the advantage is that you can still cook your ready made meal with out damaging the system board capacitors. Once the micro wave has finished you will be able to boot - dont forget it may be your neighbours micro wave!!

You need to listen carefully to those beeps they will tellyou in a moment where to start looking for any problem
They are listed in your manual but if you dont have that then they re listed on the dell websiteunder the support section Q and A.

The blinking Amber light most often indicates a problem with the power supply. In rare occasions it can also be an issue with the motherboard as well. If you PC is still under warranty call Dell as soon as possible to have this addressed.
If it is out of warranty, it depends on your experience and aptitude on working on PCs. It is possible to order a power supply and replace it yourself. Look at other vendors first before buying one from Dell as you can often get one for much less money. Replacing them is not too difficult, though you would be taking a gamble that it is not a motherboard is not bad (though odds are in your favor).
