SD cards have a slide switch along one edge. The position farthest from the metal contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card.

Take the card out of the devise (camera). On the side of the card is a very small locking switch. Slide that switch to the opposite side that it is on... problem solved. The lock is to protect (lock) the data on the card if you so wish.

Remove the SD card and slide the lock switch on it to the unlocked position. If it's already there then slide it fully to locked and then fully back again.
If this fails then you need to try another SD card to see whether it's a camera fault. If the camera is at fault then there's nothing more you can do other than to return the camera to Panasonic for repair.
