SOURCE: My engine cuts in and out.
Basically, sounds like a dirty carburetor. You might be able to cure this with some carb cleaner put into the gas tank and run, but more than likely it will need taken off and cleaned. This is not a hard job, but you have to be careful to connect all springs/wires back to the original position.
The surging you hear is the governor trying to keep the engine running as it starves for fuel. When it starts to die, the governor automatically opens the throttle up more and gives it more gas, thus the speeding up of the engine.
If you do feel like you'd like to tear into the carb, it isn't a real hard job. You should be able to do it with a phillips screw driver, a basic homeowner tool kit, and needle nose pliers. Be careful, take your time, and make a mental note of where everything attaches. You should take the engine and/or the mower ID number to a repair shop and get a carb rebuild kit. It more than likely will only include several gaskets and a few other minor items to accomplish the job. Oh, and get a can of spray carb cleaner as well. Look for any holes in the part of the carb that sits in the gas and make sure to give them a good spraying out.

You have a short somewhere . A cut or stripped wire that , at the time of lowering your deck, touches the body. It's like turning off your key. Look around under your deck and you will find what I'm talking about. Fix wire and tie up to prevent future problems. GOOD LUCK.
