Sorry, no - it's not possible to change the language. For that to be possible the english interface should have been installed in the firmware when it was produced and, because this unit has been sold exclusively in Japan, this has never happened - there is no english interface to switch to.
No, the japanese FM radios use a completely different FM band (76 to 90 MHz) from the european one (88 to 108 MHz) and there is no way to convert them efficiently.
Sorry, this radio is unusable in Europe, you will have to replace it.
