Bypass the filter. If it runs with the gas tank hooked strait to the carb., you'll know you've a clogged fuel filter. If this doesn't work, try cleaning the carb. It's not that complicated and doesn't have that many parts.

Cub Cadet has gas, has spark, has air -still won't start/run

Are you pulling the plug to check for wetness after cranking it a few times, WITHOUT using the starting fluid? Also, I would recommend using carb cleaner in place of the starting fluid. Starting fluid runs the engine VERY hot for a brief time and can possibly damage rings, valves, and aluminum parts.

Engine runs for 20 seconds then stops.

I have no clue as to the actual solution, but what I would do is disassemble the carb and clean it out. Had a similar issue with a honda motor; ended up buying a new carb off an auction online for $45. Take lots of pics as you remove stuff or find an online parts catalog with a parts blowout diagram.

Why would my troy buit lawn tractor sputter and

The tractor is bogging down under load, which can be due to a dirty carburetor or carb out of adjustment or it may just need a general tune up. Before you start tearing things apart, try some carb cleaner poured in the gas tank, and spray some carb cleaner down throat of carb. Check air cleaner and spark plug. Spray all linkages, connecting points, etc on the carb and engine to clean away any gunk.
