Joel has the right track for you there regarding the PSU.
You may also want to consider Craigslist as people are often parting out these older pre-fabbed PCs once other parts have failed or they have upgraded. Another option would be to find a local office equipment liquidator. My office regularly replaces parts in some of the staff members' old Dells this way, and it is also relatively inexpensive.
If you are uncertain whether or not the PSU has kicked the bucket (your power supply has died), you can acquire a PSU tester from Amazon (Amazon com psu tester), other websites carrying various tech, or a local computer store (depending on your location... I like Micro Center myself). These range from $10 on up, but the the low-end ones will suit you just fine especially since this would not be a test you would likely run frequently nor do you intend to repair the unit.
On a side note; I notice that someone above suggested a previous post that was encouraging more power. I would not bother, if there is one thing you can count on with a pre-fab PC it is that the PSU essentially has a prescribed wattage. You will gain nothing by increasing the power for this PC. If you want a performance boost, toss your money at a Solid State Drive and perhaps additional RAM. These units leave little room for phasing or upgrading, but the SSD would be compatible and you would not believe the improvement in boot time, processing time, etc. Sorry, I realize that is really unrelated to the topic at hand... but felt compelled to mention the limited upgrade capabilities since someone was suggesting additional power. You could put a 30,000W PSU in your computer and it would not increase performance (though admittedly insufficient power will decrease it).

Basically, I think that your power supply has gone bad if nothing at all happens when you turn it on.
To test this, disconnect the hard drive, the CD, and any other peripheral and try to start it.
All this assumes that when you push the on/off button, all you hear is yourself breathing--nothing at all from the computer.

You do not ever attempt to repair a power supply. Between the high energy capacitors and the excessive voltage and amperage, there are no usable parts. You would have to buy the exact same model. Since this computer is about 5 to ten years old, you should be wise and do like the professionals do and get a new power supply. For Christ's sake, they are only 15 to 45 US. Be safe, do not electricute yourself for that price.
