0 when i check it i only get 120 on both when i ground then in 0 when i check the white to black is this right the make is a ge 19.9 hot water heater

You did not post the make and model of the unit. However you should have three wires on a 120 volt heater. Black is HOT. White is neutral and green or bare copper is ground. Anything that you check with a meter connected to black should show 120. white connected to ground across the meter would show 0.

Here are all the resources that are available for GE heat pump without calling GE and hearing them tell you to call service technician:

There is no wiring diagram for the bundles of wires coming from chip control board.
As general rule, these things are made to last 10 years, and afterwards will not function or be repairable. It's like a window air conditioner, except connected to water pipes, and connected to computer chip and multiple sensors, each susceptible to failure, and then the machine is used 24 hours a day, 365.
Designs have changed continually from 2009 to 2010 to 2012 models.
It's likely you got a nice piece of junk with depleted anode rod and failed sensors that stopped working and somebody got rid of it because it wasn't repairable.

Residential water heaters USUALLY follow same diagram unless water heater is wired for other purpose. Multiple diagrams on instructions show available options. Take photo of wiring before removing wires on any electrical device.

Black wire from top of heater connects to #1 top left screw.
Red wire from top connects to #3 top right screw.
Blue wire from upper element connects to #4 middle screw on right side
Red wire from lower element connects to #4 middle screw on right side
Yellow wire from upper element connects to #2 lower left screw
Black wire from lower thermostat connects to #4 lower right screw
Upper element: Yellow and Blue wires connect to either screw
Lower element: Red wire from top connects to either screw
Lower thermostat: Black wire from top connects to top screw
Short wire between lower thermostat and lower element
