Assuming it's a standard GM half moon style key fob, you can get replacements soon many sources including dealerships, locksmiths, and ebay.
Programming depends on whether you already have a working key?
If you don't, you will have to go to a dealer or find a locksmith who has the right equipment (I suspect not many do).
THis works for Holden Commodores of that era, most GM products should be similar: If you have a working key, it's relatively straight forward, as the car can program new keys. 1 remove screws holding key blades into the remote heads of both keys. 2 remote the key blade from the *new* key and put aside. 3 insert old (working) key into ignition and start the car. 4 with car running, carefully slide the remote head off the key in the ignition barrel. Car should stay running. 5 carefully slide new remote head onto the old key blade sitting in ignition. Make sure the metal contact inside the key blade insert makes contact with the key blade. Make certain the small contact pin on the facing edge of the remote makes contact with the metal slide ring on the outside of the ignition barrel - these two contacts form a circuit. 6 The key fob should program almost immediately, but leave the fob in position for 30 secs to a minute to ensure its done. 7 turn car off and reassemble keys. 8 test all functions of new key - remote entry and engine start.

The fob may need to be reprommed to the car. Do the following:
Grab your working remote. Push the LOCK button five times, allowing exactly two seconds to pass between each press of the LOCK button. Insert the ignition key and turn it to RUN. Push and hold UNLOCK on the working remote for 6 seconds. Push and hold PANIC for one second while continuing to hold UNLOCK. Release both buttons at the same time.
Push any button on the remote to program it. Then push any button on the remote that was already programmed. It has to be reprogrammed. The remote is now programmed to the vehicle. Turn the key to OFF.
I have a few trouble shooting tips for you to get your key fob working. Sounds like you already know how to program the key fob so I will skip that part. Here is what I suggest:
Change the battery

Wipe the board
The board inside your remote can get a lot more filthy than you think! When the board is dirty it can prohibit the contact to the circuit board when you push down on the button. Simply wiping the circuit board off can make your key fob like new again!
The BCM will keep 3 remotes in memory. It takes about 30 minutes to program it without a GM scan tool .The stealer(dealer) will usually do it for an hours labor whatever their rate is. To do it yourself : turn the key on till the security light goes off, press the remote lock button and hold it while turning the key off.Wait a minute then repeat the process 2 more times . The 3rd time the lights should flash and the horn honk and your done.
Programming When Remote control added or replaced. System malfunction. How Obtain all remote controls. Remove key from ignition switch. Close all doors. Open driver's door. Carry out the following within 24 seconds: Turn ignition switch ON and back to LOCK position 3 times. Remove key. Press and release driver's door courtesy light switch 3 times. Ensure doors lock and unlock. If not, wait 40 seconds and repeat procedure starting with driver's door already open. Press each remote control lock or unlock button twice. Ensure doors lock and unlock after each remote control operation. If not, proceed as follows: Press and release driver's door courtesy light switch once. Ensure doors lock and unlock twice. Repeat procedure starting with driver's door already open. NOTE: A maximum of 3 remote controls can be programmed.
A Locksmith can cut and program keys. You likely did not save anything buying the blank online, locksmiths already have them on hand, and the key itself is not the major part of the fee.

You may find a locksmith that has been background checked on a link from our website. I am not putting the link here, as it likely is a TOS thing
Enter the keyless entry code on the door keypad 3 times. Locks will cycle down and up after the third time. Press and release the "lock" button. Locks should cycle again. May need to hold down lock button for 2 sec rather than press and release. Program up to 4 remotes. If cycling the key on-then-off works, you'll probably have to do it quickly 8 times and after the 8th time, locks will cycle down then up and press and release the lock button.
There is a way to program a remote if there is already a valid remote. Unfortunatly if you don't have a valid remote the only way to get one programmed is at the dealership with their scan tool.

CUSTOMER PROGRAMMING
For a customer to be able to program RKE transmitters themselves, at least one RKE transmitter must be programmed already. This procedure is to add additional transmitters. If all transmitters are lost, the DRB III® scan tool must be used to program the new transmitters.
Insert the key into the ignition switch, and turn the ignition switch to the RUN position without starting the vehicle (allow chimes to stop).
Using the RKE transmitter programmed to the RKE module, press and continuously hold down the UNLOCK button for 4-10 seconds.
Within the 4-10 second time range, continue to hold the UNLOCK button and press the PANIC button. Both buttons may then be released. Upon the PANIC button being depressed, the message for customer programming mode will be transmitted to the RKE module.
A chime will be heard to verify that the customer programming mode has been entered (allow 3 seconds to hear chimes).
Press and release any button on each transmitter that is to be programmed to the RKE module, including any transmitters which were previously programmed to the RKE module (with a maximum of four possible). After each transmitter is successfully programmed, a chime will be heard to verify that successful programming of the transmitter has occurred.
After thirty seconds, or upon the ignition switch being turned OFF, the RKE module will exit programming mode.
