I think that avg is a great program. One problem you might be facing is low system specs. How much memory do you have and what do you have for a processor? Basically what is happening is that the avg file is still embedded in the registry because it was not properly uninstalled. Some of those programs are very hard to uninstall especially norton. Norton is a pain in the ***.
Anyways. One thing that you can do is go to start, run...then type msconfig BAsically you will go through the services and start-up files that you want to run. Uncheck if you dont want them to run. I suggest to hide all microsoft services. Now unselect any avg file.
Then when you restart since the system isnt trying to load that dll..then you may be able to delete it.
If not, at least you should be able to help a little.
btw. 2 antivirus programs installed on the same computer will cause conflicts as well. be careful I use the avg free edition and its great for me. Stay away from porn and warez/ free downloaded games...etc.

I would suggest removing Windows OneCare and all versions of AVG using Add/Remove programs. Then you can install Avast from http://www.avast.com/eng/download-avast-home.html#DownloadAvastHomeEdition. You will need to choose the correct language and save the file to your desktop. After it completes, double click the file to install the program.
Once you install Avast I would suggest registering it for free at http://www.avast.com/eng/home-registration.php#register-form. If you register it you get 1 year free. Once it advises that it is about to expire, you can return to this link and get a new license key.
Also, on the Windows Update issue, I would suggest that you rename C:\WINDOWS\SoftwareDistribution to C:\WINDOWS\SoftwareDistribution.old. This should cause Windows update to redownload windows updates.

In the Language selection section you can chose your desired language from the drop-down menu. The
selected language will then be used for the entire AVG AntiVirus 2014 user interface. The drop-down menu
only offers those languages you have previously selected to be installed during the installation process plus
English (English is always installed automatically, by default). To finish switching your AVG AntiVirus 2014 to
another language you have to restart the application. Please follow these steps:
In the drop-down menu, select the desired language of the application
Confirm your selection by pressing the Apply button (right-hand bottom corner of the dialog)
Press the OK button confirm
A new dialog pops-up informing you that in order to change the language of the application, you need
to restart your AVG AntiVirus 2014
Press the Restart AVG now button to agree with the program restart, and wait a second for the
language change to take effect:
