a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of.(from cars to computers, handyman, and even drones)
click here to download the app (for users in the US for now) and get all the help you need.

If you have Win 98/ME you can try downloading and registering the DLL, this solution usually does not work on 2000/xp/Vista, and may also not work on 98 (usually works fine on Win 95).
Here is how to for first method.
Here comes the second solution , that if done properly works.
You will probably need to make a backup of all your data for example using an external hard disk drive.
I suggest also taking a screenshot of installed hardware from control panel/system, or writing details for sound card, video card, modem and network card (if any).
Then reinstall Windows as new installation, using either Windows setup disk or the set of recovery disks provided with computer (if any).
After this you will have to reinstall all drivers and software for your PC.
Here is how to for second solution

SOURCE: deleted dll
Boot from your CD and follow the directions to start Recovery Console. Then:
Attrib -H -R -S C:\Boot.ini
Boot from your CD and follow the directions below to start Recovery Console.
Insert the Setup compact disc (CD) and restart the computer. If prompted, select any options required to boot from the CD.
When the text-based part of Setup begins, follow the prompts; choose the repair or recover option by pressing R.
If you have a dual-boot or multiple-boot system, choose the installation that you need to access from the Recovery Console.
When prompted, type the Administrator password. (if you didn't create one try pressing enter).
At the system prompt, type Recovery Console commands; type help for a list of commands, or help commandname for help on a specific command.
Most likely you will need to expand the file from the CD. The command would be expand d:\i386\hal.dl_ c:\windows\system32\hal.dll. Substitute d: for the drive letter of your CD. Once you have expanded the file type "exit" to exit the Recovery Console and restart the computer.

try repairing the file system using chkdsk with /f switch. However, it is strongly recommended to run this tool only if you have a full data backup
. To do so, click \'Start\' and then \'Run\'. You can then type \'chkdsk /f <drive name>\' in the \'Open\' box and click OK. Here, the drive name should be exactly what is appearing in error message. Alternatively, you can opt for deleting the corrupt partition provided the backup is available. If no good backup exists, you should consider to use a Windows Data Recovery utility. These are powerful and valid Windows partition recovery utilities built to scan the corrupt or deleted partitions and safely recover the lost data. The applications are easy to install and use.
