You are correct there is no float it is a diaphram type carb.
My suggestion is to remove the fuel tank and carb. as they are hooked as one and come off as one
Note what bolts will have to come off to do this.
Remove air cleaner first Locate the 1/2 bolt near the middle of the tank remove it
now locate the 3/8 bolt in front of the tank to the left of the spark plug and remove it
carefully remove tank and carb. assembly pulling it toward you slowly and watch what is still hooked up like the governor linkage angle tank slightly to allow linkage to come through the throttle shaft hole of the carb.
Once its removed take it to a bench with a phillips screwdriver in hand
Look down at the carb.and notice how it is fastened to the tank and remove the phillips screws that secure it to the tank now seperate carb. from the tank may be stuck pry up on it with a screwdriver to remove it.
see the rubber gasket between the tank and carb.? REPLACE IT. comes as a kit which is called a diaphram and gasket carb. kit. Clean the rest of the carb. while it is off find your kit and reverse this procedure and this should take care of your issue. Known clean fresh fuel to go back once completed.

Might want to remove the blower housing and check for trash blocking governor mechanism.

Motor will not Idle up to Medium or High

Does the engine want to bog down when you move the throttle? Or does it do absolutely nothing?
If it bogs down when you try the throttle, It could be:
water in the gas
bad or distorted diaphragm (if no float)
stuck needle valve
stuck float

Adjusting governor/throttle briggs and stratton

there should be a little screw to help adjust your idle try that..counterclockwise to add more idle, clockwise to slow idle..

Ok i have a problem with my Briggs & Stratton 16HP v-twin vanguard engine.When i start the engine and rev it up when i idles back down it sits there and rev's up and down then it straightens out and...

It appears that you have a slight mis-adjustment in the idle speed and idle mixture. To adjust setup, start with at least a half tank of fuel, and have engine at operating temperature (That is warm but not overly Hot). The Briggs & Stratton Website manuals section should show the locations of the adjusting screws if you are not sure of them.
To adjust idle speed set Throttle control to minimum and adjust screw on throttle butterfly to maintain a good idle speed. To adjust idle mixture, screw in idle mixture screw (Lean) until motor falters and then screw out (Rich) until it falters again. Correct setting is the halfway point of these two positions. You may have to re-adjust idle speed again and also the mixture to get best running.
If you are not comfortable doing this, take it to a B & S dealer.

Surging is usually caused by a lean condition You can try to turn the mixture screw ccw about 1/4 to 1/2 turn. If this does not solve the problem your carb will have to be removed, cleaned thoroughly, and reinstalled.

Briggs & stratton with idle problem

This is not unusual at idle; there is a governor to limit maximum RPMs and this device isn't worth beans at an idle.
You may be able to carefully adjust the idle adjustment (see your manual or B&S website) to achieve a somewhat more even idle speed.

butterfly shaft on engine siezed causing irregular high idle. high idle causes over powering surge from stator/rectifier assy. idle sppeds must be within gen specs for accurate output levels.
