I had this issue on my IPF700 and called Cannon at 1-800-423-2366 and they were able to walk me through on the phone to fix the issue. I had air in my ink line in C and M and had to take out ink cartridges 10 times and also updated firmware. All fixed now!
this means that you have no ink flowing from the nozzles.
1.st if possible print a nozzle check from test print menu an see the result.
the other issue i can imagine is that you replace the print head without perform firmware update.
It is very important before replacing the print head to perform firmware upgrade (cd incl. inside the head box)
Also try a head cleaning B twice or more
