What laws are congress exempt from?


Quite a few. They are exempt from the Affordable Care Act, they are exempt from SEC insider trading laws, they have exempted themselves from gun regulations in the past as well. Then of course there are quite a few Constitutional constraints on the Federal Government that Congress finds convenient to completely ignore. For that list, just read the Constitution; if it says the Federal Government cannot do it, you'll find that they are doing it.

  • Florida's law was halted by a district judge. The District Court issued a final judgment in December 2013 that permanently stopped enforcement of the law saying it violated constitutional protections against unreasonable searches. On December 2, 2014, the 11th U.S. Circuit Court of Appeals upheld the ruling.

What permits with the county, city or state are required?


Under the US Constitution none are needed. The FCC adheres to this, since ONLY cell phone frequencies are unlawful to monitor and no scanner may be manufactured to monitor them. HOWEVER there are some locales that violate the Constitution and completely BAN their possession in motor vehicles. There are no permits involved with this. It is claimed as an anticrime act, when it is in fact an attempt to keep the people from monitoring unlawful actions by law enforcement agencies. With the onset of heavy use of cell phones this has lessened but has not completely abated

Following the secession of the American colonist from the British Empire, colonist met for heated debate on what should be mandated as law for the new nation, USA. The US Constitution was only finalized after delegates from different colonies agreed on compromising their demands. It took over a year before all the colonies ratified (agreed) the provisions of the US Constitution, but the Bill of Rights was later added when more provisions to address other citizens' concerns. People were very skeptical of the concept of a "democratic" government because the colonist had all come from Europe, which is predominantly under a monarchy form of government. The prevailing attitude was, people who don't have a high education (reserved for rich aristocrats) are not capable of wise self government, so the concept of government democracy (government by the people) was an untested experiment, though it had its roots in ancient Greece; as far back as the era of Plato and Aristotle.

That is against the law as it constitutes fraud by deliberately showing an incorrect mileage.
