I couldn't find any manuals online either, and Vivitar support doesn't even list it. Don't know what you're saying by the disk "not allowing" you. Could you try it on another computer, or a friend's, and see if you can get it working, and then download the .pdf to your computer?
Otherwise, you will have to contact Vivitar and try to get them to send another CD. Here's their support page:
If you have a contact number in your manual, it might be better to call it.

The "wrench" is NOT a button, it is an icon in the menu.
Press the MENU button. Press the Right/Left button to select the "WRENCH" icon The Setup menu appears in the center of the LCD. 3. You can get memory cards at online shops or in stores like Walmart or Walgreens. (Check near the camera display in a brick and mortar store.)
Make sure to get an SD (or SDHC) card of 32 MB or less for the iTwist. For SDHC cards, see http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=100007796%20600006200&IsNodeId=1&name=Secure%20Digital%20High-Capacity%20%28SDHC%29 . Note that you need to be careful to insert the card without setting the write protection switch to the protected mode. You may need to format the card before first use.
Some camera bags are sold as kits with a tripod and memory card. (These will be many stores that sell the camera.)
