First I would look for the receipt and owners manual, see if it is under warranty. If not I would get the *** end of it up on jacks, remove rear wheels and any cosmetic panels, and take a look at the point where the lever pivots or hinges. The most likely suspect would be a bad seat switch or the plug to it has come off.To test it if the plug is still on the seat switch just stick a small piece of wire with then ends bared into each connector to "jump" the seat switch then if you can now let off the brake without it quiting the you know that you need to get one.
If the fuel filter is not clogged and stopping fuel from going to the carburetor then leave it installed until it is full of particulates and restricting fuel flow.
