Can i take apart the lower part of my briggs and stratton to repair my govenor?

Are you saying that it surges at full throttle and wont idle down or shut off? If so it is likely not a governor problem. Surging is a lean condition. Some models, particularly yard machines, will surge no matter the adjustment unless under a load. If it were a governor issue it would run faster and faster beyond full throttle. IF it wont idle down check the throttle control and throttle linkage and check for a sticking throttle shaft before suspecting governor. Not shutting off could also be in the throttle control. A ground clip is in the control. if the tab is not engaging the clip or the wire is not connected then the motor will not ground. Check those things before messing with the governor, especially if the machine was running good and no one has messed with it yet. Governors don't just come out of adjustment by themselves.

Have a 94 astro 4.3 new gaskets block up. surges at idle no engine light. runs fine at all other speeds

Honda's among other vehicles are prone to having this surging problem. I learned a little trick that takes about 5 minutes to do and it has never failed to solve the problem. Take a 1/8 inch drill bit and just below the center of the butterfly on your throttle body, drill one small hole. The vehicle idle surges because the throttle body assembly is not getting enough air through it at idle. This will stop the surging. You only need the 1 hole drilled. Don't forget to stuff a rag or paper towel in behind the butterfly before you drill the hole. It will prevent metal shavings from entering your motor. (do this with the motor not running)

Starts up like normal but jumps up to about 3 grand on the tach then falls down to 1.5 and stays there, engine surges at this idle. Runs good on the road till u have to stop and surges(jumps a little)....

P1294 indicates a vacuum problem or a idle motor control problem. Since you already checked for vacuum leak then the iac on the side of the throttle body will need to be removed and cleaned. The best thing to do is remove the whole throttle body so it can be cleaned as well - both with carb cleaner. The idle solenoid (motor) on side of throttle body should be removed to do a through cleaning. All of the black needs to be removed from inside both before remounting to the intake. Make sure all connections and bolts are tight before starting engine.

Toro snowblower///// tecumseh# on motor is H35-45598R SER 5283B

Usually that is a sign of the carb not being adjusted right. Run it at full throttle and adjust the main mixture needle (usually on the bottom) until it runs the smoothest. Set it in the middle of the range where it runs smooth. Then set it down to idle and adjust the idle mixture until it runs smooth at idle. Accelerate it rapidly and if it bogs or hesitates turn the idle mixture a little leaner (clockwise) and try again until it works right. That should get you very close. Try tweaking it a bit from there. as the microscopic specks clean out of it, it may need more adjusting.

Only runs on full throttle

Are you saying full throttle, or full choke? if full throttle, you should be able to set the idle up. the idle screw will be the one when you give it gas, it will be the screw on you'r throttle linkage. If full choke, maybe the spark arrestor is plugged. You can remove it by removing the muffler. It would be between the muffler and cylinder head. You don't need this to run.I hope any thing I posted will help.

Engine surges at rpm over 1500

Look for a vacuum leak (lines and intake), Is the engine light on, were any codes present? A faulty EGR or IAC could cause the problem too. Check the throttle cable for any restrictions.

Motor surges at full throttle

The timing is not the problem if your bike is surging at top end. The timing is fixed on these models and it's not like the old days or like a car. Your problem can be one of many.
First: does the bike idle ok after it is hot?
Second: Have you changed the air filter to an after market type? Changing the filter to an after market filter will lean the motor out which will cause a "surge" at full throttle. You will need to possible jet the motor richer to compensate for the leaner filter design.
Third: Try rolling out og the throttle from full throttle by about 1/8th and see if the engine RPM's increase and the surge goes away, if so the motor is to lean.
Let me know the answers to these questions and I can help you resolve your problem.
Third: how long has it been since you have set the valves? a tight valve can cause many many problems including this one.
