IF IT IS A BRIGG & STRATTON ENGINE YOU CAN GO ONLINE TO BRIGGS & STRATTON.COM AND ASK THEIR TECH SECTION ABOUT THE PROBLEM. FOR 3 MONTHS OLD SOUNDS LIKE DIRT OR WATER MAY HAVE GOTTEN INTO THE TANK. WHEN YOU PRIME THE MOWER YOU ARE FORCING GAS INTO THE CARB AND ENGINE AFTER THAT THE ENGINE SHOULD PULL THE GAS IN THE ENGINE, I WOULD SAY THE CARB MITE NEED REBUILDING BUT NOT AT 3 MONTHS

First check that the purge valve is not engaged. Usually a small rod sticking out the back plate of the unit toward the right side. It should be pushed in.
Next check your drive belt. Best bet is to remove the deck and lay under the unit. Check for locked up pulleys and that the belt is seated properly on all the pulleys and that the belt is not stretched, cracked, or burnt. Make sure the belt gets taught when brake/clutch is released.
Lastly, there are keys in the drive axles. I have never seen one fail but they do get lost on occassion when the wheels are removed.

Your carburetor needs a good cleaning or a rebuild kit, depending on its condition once opened up. There are tiny holes (jets) in there that easily get clogged or gummed up with today's crappy gas (ethanol). This is the problem with 90 percent of the machines I work on or fix. If you don't know carbs, then I recommend you take it to a professional and have the carb done (30 to 40 USD, probably), but it should run like new, once this is properly done. If you are a "do it yourselfer". then you can find plenty of videos on youtube to help you get started. Just pay close attention to what goes where when you take the linkage apart. Trust me, do not leave it to memory; take photos. Best of luck to you.
