There is a whole host of probable causes of your A/C's failure to start. In this vein, instead of being redundant, here is a link to an excellent, handy diagnostic article that specifically addresses your A/C's failure to turn on, specifying all the causes and how to go about determining the one applicable to your situation and fixing it:

This should help resolve your problem.

Good luck!

Amana central air conditioner unit rce60a2a.fan not spinning.thermostat fine and breakers on.buzzing noise on outside unit.any reset buttons or any advice?thanks, ryan

I would say the Capacitor outside has failed and the bussizng would be the contactor trying to start the unit. If you are able to pull the capacitor and go pick one up at an electric motor place then that would be the cheapest way and they could test it first

AC not blowing cold air

Remove the outside fuse from the unit that is not cooling... remove all the sheet metal from around the outside unit.. see if there is a lot of grass/weeds/ bird nests, or other material in the coils.. if there is... use a high pressure hose to clean the coils completely!!!!! (I had this done to mine...worked much better!!)..if this doesn't help,, I am afraid it might be time for some freon... and yes..its $$$$...
