solution is to hard reset your phone.
this is how you do it.
Try going in to the boot menu by holding down the Volume Down/Call/End buttons when turning on the phone. Keep holding the three buttons until a menu appears. I would recommend you try clearing the cache first and restart the phone. If that fails this menu will also allow you to do a factory reset as a last resort.
please backup all your data before you do it because it will erase everything

As they are both in system partition you need root access to be able to uninstall from phone.
If rooted it can be deleted with any root explorer (File expert, root explorer,...)
I there is still problem. try connecting from PC (android SDK mandatory) and use command on terminal:
rm /system/app/Browser.apk (I presume)
rm /system/app/Vending.apk (I presume)
