1. Swiched CPU power off (But Monitor on - though blank )
2. Removed motherboard battery(its like a watch battery but quite bigger)
3. Then Swiched th CPU on 4. On screen message ( the I pressed F1 on the keyboard) . now see what happen.

Its a problem with the monitors power supply ,you will have to take it to an HP support center and ask for a quote.
if it's under warranty then you won't pay to fix it.
