The pins holding the engine mount to the tiller have a groove in the middle, in which a bolt seats to hold the pins in place. You'll see the bolts on the side of the tiller housing, the bolt won't be threaded in all the way, so they use a set nut to hold the bolt tight. Take out the bolt completely and squirt some penetrating lubricant into the hole and hose down the rest of the pin. Then start pounding. I usually take some plumbers sandpaper and clean off the rust from the exposed part of the pin. Pound the pins down and make sure you only take out one at a time. If you don't, the engine will tip forward. Pound in the new pins and be sure to grease them before inserting. Set the pins by replacing those bolts you took out, being sure the bolt threads are in the groove on the pin.
I've had to use a 3 lbs. sledge to get some of those pins out. They can be challenging. Good luck.

The wheel shaft on a Horse tiller is one piece so if the shaft turns on one side it will turn on the other. make sure the pin that holds the wheel on is not missing that would let it spin on the shaft.
That's the only thing I can think of that would cause that problem. Hope that helps.
