I think you have scratched the head of the cartridge while placing it. try another new cartridge or refill the older one.And also check that you are buying the same cartridge

My printer will not print black even tried 2 brand new cartrages. i also tried the cleaning process on the printer and it did not help. all other colors print perfect.

the black tube or nozzles are clogged up. The printhead probably needs to be replaced.

possible reasons for this

generic ink
not using the printer for a long time
printing past the warning indicator of low ink and having air get sucked in the tubes.

Probably cheaper to buy a new unit.

“All lights blinking and printer not responding” is indicative of serious ink cartridge issue. Usually when this happens the printer fails to goes through the motions of the printing process, kind of stands still with indicator lights just blinking away. This could be as a result of either of these scenarios.
i.                     Ink cartridge has developed incompatibility or is incompatible
The Solution is to try an older/another cartridge (doesn’t matter if ink is finished. You must replace cartridge one at a time). If lights stop blinking it confirms that your cartridge has become incompatible or developed incompatibility. Also if your printer is the type that can work with only one cartridge, remove one after the other (closing back the lid/cover) to determine which in the set (black or color) has become incompatible. At the instance the incompatible one is removed and you close the lid, the blinking will stop (for printers that can print with one ink cartridge only). Just replace the incompatible one and start printing again. In most cases the issue is always with one cartridge. But if both are affected, you have to replace both. Because of this type of problem, always keep used cartridges somewhere safe; they come in handy for this type of troubleshooting.
ii.                   The Cartridge electronic panel  is dirty
The electronic panel on the cartridge that makes contact with the cartridge carrier inside the printer is dirty and needs cleaning.  This electronic panel is front part of the cartridge with copper “dots”.
The Solution is to try to clean this panel with a piece of folded tissue paper soaked in a bit of methylated spirit. Also try to clean the area in the cartridge carrier/holder that makes contact with the cartridge’s electronic panel (Usually this is more difficult). If you cannot reach it with your fingers, use a stick or something with tissue wrapped around it. Allow to dry well and return the cartridges, close the cover. The blinking should stop if the electronic panel is the issue. Once the blinking stops the printer will print.

All printer inks are empty on monitor but i have

You did not indicate whether the printer goes through the motions of printing but delivers a blank paper, or wheter it just stands still and doesn't move at all.

So I have to give you solutions to the two scenarios.

1st Scenario
If printer goes through the motions of printing but delivers a blank paper. The cartridge nuzzles are likely blocked. Ink may be new, but their nuzzles may be blocked; depending on manner of storage. To be sure apply a folded tissue paper to the ink nuzzle and press firmly. If the tissue comes off well blotted with ink it means you still have a good amount of ink in it the nuzzle is not blocked. If not blotted or scantily blotted, it means ink is really low or nuzzle is blocked. To be very sure of this, place nuzzle in a place/saucer with a bit water so that the nuzzle is soaked. Leave for about 10 minutes. Then apply the tissue again. If still not well blotted it means ink is really low or empty. If new you should return it for a replacement. In the case of blocked nuzzles, the procedure may be repeated over to get results.

2nd Scenario
If printer does mot go through the motions of printing but just stand still. This could be as a result of either of these scenarios. Usually indicator lights blink continuously in this case.

Empty Ink Cartrage message when cartrage still has a lot of ink.

I'm going to provide you a solution worth many dollars now you can use your left over half filled cartidges and in future also use the cartridges to the extreme.
1. Go to menu and select manual override for toner cartridges and then only replace toner when the print quality starts to suffer. This can save you thousands of dollars over the life of this fine printer.
2. download and read this

Color ink cartridge says empty i just filled it

When you put in a "new" cartrage the printer sens an electrical charge to the cartrage to set it up properly. So I would treat this as a new cartrage, rather than a refilled one. Go to the printer menu and re install the ink cartrage in question, it should recognise it and start the function as a new one, good luck

How do you check ink levels

Introduction This describes how to check the estimated ink level in the cartridge. NOTE: Ink level warnings and indicators provide estimates for planning purposes only. When an indicator shows low ink levels, keep a replacement ink cartridge available to avoid possible printing delays. Ink cartridges do not need to be replaced until print quality becomes unacceptable. Checking ink levels Perform the following steps to check the estimated ink levels: NOTE: If you have installed a refilled or remanufactured print cartridge, or a cartridge that has been used in another printer, the ink level indicator will be inaccurate or unavailable.
  1. Open the Printer Toolbox . There are two ways to do this:
    • Click Start and select HP Solution Center . Select the Settings menu, then the Print Settings submenu, and finally the Printer Toolbox .
    • In your printing application, click File , click Print , and click Properties . Click the Services tab, then the Service This Device icon.
  2. The Printer Toolbox opens. Click the Estimated Ink Level tab. A cartridge may be running out of ink even if the graphic shows ink remaining (see the note at the start of this section). Lines or streaks always appear in printouts when the cartridges begin to run out of ink. Replace print cartridges that are out of ink or low on ink. Figure 1: Estimated ink levels
