first check your internet setting it depends on the service provider (operator) that you use
second problem usually occur when there is no enough signal,
try to go out if you are inside your house, move around and see the result,
other ways try to call customer support of your sim card provider

Most likely your phone is "locked" to the cellphone company you bought the phone from. This does not have to do with you paying your bill or not..
What you have to do is get your phone Unlocked..
