I have a 8 hr old new ductless air conditioner, One of my wall units has ice on it, and water is leaking from it. The other does not blow any cold air from it. My last condensor caught on fire.

The leakage is probably from condensation and there should be some sort of drain for it. You should check to see if it is clogged or partially clogged. Also since you say it does it when it hasn't operated for a while you may want to check out where the lines pass through the wall and make sure that it is sealed up there so you don't get leakage from out side.
Usually an AC unit builds up condensation. If you have a drain hoole or hose that is clogged up therefore not allowing the build up to drain off it will spill over the top of whatever housing the condensation goes into. If you can look for that issue first.
pull it out and check for packaging left in ac unit, and make sure drain is clear and large enough for water flow ,,,go ahead and tilt ac unit more and see if that doesnt do the trick
