THe slanted line suggest interference of some sort with the video signal. The projector has a number of protection circuits built in. Usually there are temperature indicators as well. I am not familiar with your specific model to know whether or not there is a temp light. If not, the LAMP light may be indicating a temperature problem. If the ballast was the problem, the lamp would not light. The ballast has no effect on picture quality. It is possible that the main power supply has a problem in its output section. A bad filter may be allowing some AC current to flow on the DC line. This can show up as lines in the picture. Also, that oscillation can also cause the computer control circuits to misinterpret the current status and may shutdown the projector as a protective measure. Without seeing the unit and taking measurements internally, I can not state for sure.
Try cleaning the fan area and filters to eliminate a temp problem and update this with your results.
I will check for a service manual to provide additional possibilities.

The ambient temperature in the room is to high.
Try lowering the room temperature. If that doesn't work
get a small fan and place it near the projector to provide
extra cooling. The projector is running border line on
high temperature and just needs a little extra cooling.

SOURCE: Dell 2400mp projector turns on
A blinking orange light indicates that a projector fan has failed and the projector automatically shuts down.
To get this problem fixed you would have to open the projector check which fan has failed and have it replaced.
Otherwise, if its still under warranty you may want to contact DELL tech support.
