Please do the hand format .procedure is switch off ur phone and after that u press *3 callbutton and ON\OFF button at the same time for few seconds .display will show "formatting"then release ur fingers.( ur datas will be lost)

Unfortunately there really is nothing else you can do but bring it back to your mobile provider for repairs/exchange/upgrade. Sorry but nothing you do will help. This is a hardware issue with your phone.
Sounds like your provider has not enabled MMS on your sim card, or you have an older ROM. If you have a non-branded TP2 you can download the latest ROM from the HTC website, if branded you can download from your provider's website.

Set it to "Message & Icon" and it should be back to the way it was before.
Keep in mind that if you are doing something (e.g. typing) when you receive a message, the window may pop up and immediately disappear as a result. I've "missed" some messages that way myself.

It's a operator message. Your SIM card need to send a message to the operator to inform something about your phone (like you are using a new phone) but the receiver don't recognize for what the message is. Your sim card will keep sending the message until it receives a valid response. Try to change the SIM card and see what happens. If the problem appears only with one card, you may ask your carrier company to change it.
Your solution depends on if system remain always in error status or it become usual after error message. First you should do hard formatting by removing sim and mmc then pressing four keys i.e. *,3,green send key and power switch simenteniously. Phone will get formatted and problem will be solved. If it doesn't work then we can say that there must be system file error. It can be resolved only by special tools like JAF or UFS.
