If it has a Briggs&Stratton engine, find the Model - Type - Code numbers on the engine. Using the Code numbers the first six numbers will tell you the date the engine was made si it would be fairly safe to assume that the tractor is the same year model.
Code number is read like this - 090821 this wouod indicate that it was made in 2009 08 - August -21 - 21st day of the month

Your Barracuda has a inlet restrictor installed that must be removed when you use it as a vacuum. With the unit unplugged and off, open the inlet cover by inserting the tip of a screwdriver into the latch area on the vacuum inlet cover. Gently tilt handle of the screwdriver toward the front of the unit while pulling on the vacuum inlet cover with the other hand. Turn the inlet restrictor located inside counterclockwise to remove it from the unit. Do not close the inlet door. You will next attach the vacuum tubes. There are 2 tubes, a lower and upper. The upper tube is cut straight on both ends and attaches to the blower unit. The lower tube attaches to the upper tube and one end is cut at an angle. Locate the arrows on the upper tube and the arrows on the vacuum inlet areas. Line the arrows up and insert the tube into the opening on the unit and then twist clockwise until it seats. Install the collection bag over the blower outlet and secure with the velcro strap. You are now ready to use the unit. Most of the recoil starters have ball bearings in them, and the centrifugal force that you apply pushes the balls out where they engage pawls and allow the flywheel to be rotated. Since your's is on a snowblower, you may just be stuck, or moisture could be in the mechanism, freezing the ball bearings in place.
The quickest thing to try: Rap the recoil mechanism in the middle of the top, with a rubber hammer. You want to jolt it, without denting it. Try to pull the cord and see if it engages. You can repeat this several times, but try not to dent it.
If the machine is outside, and you believe that the mechanism may have frozen, you can apply heat to it with a hair dryer, and then rap and try.
Try these out and repost if the problem persists.
