Power head does not work canister does . There is voltage at the power head.

Although it could be a multitude of things that keep the power nozzle from operating properly, the most likely is, since it's an Epic series, Is that the power nozzle elbow assembly needs replaced as the fine wires and top of the elbow tend to break/short after 5-10 yrs. of use.
It's also very well possible that the power nozzle reset switch or hose switch at top of handle is defective. Try plugging the power nozzle directly into the hose handle assembly and turn machine on. If the power nozzle still doesn't work, it's definitely a problem directly with the power nozzle.

Hope that helps!

Unclog vacum hose

Disconnect the hose from the canister and connect it to the blower end of the canister and this should blow out the debris or rag stuck in the hose.

Just given what looks like a brand new Electrolux Epic 6500 series canister vacuum. I have plugged it in, there is a bag but it won't turn on. Is there something I have missed??

The Epic 6500 was actually manufactured in 1992 so in no way can be considered brand new.
First, make sure the plug symbol beside the dial is lit. This indicates the vacuum is getting power. If it doesn't light, there's a problem with the cord or the connections.
Second, turn dial on top of the vacuum so the smallest dot lines up with the arrow. This will allow for vacuuming finer dust for longer periods of time.
Third, check the afterfilter on the back of the machine. You do this by pressing the tab on the base of the tool caddy (in back) and lifting off. If the filter is dirty it needs replaced, or at least removed. Try the vacuum.
4. Detach hose from the vacuum and turn on. If it does, hold palm of hand over hole. If it shuts off, the control valve assembly is bad and needs replaced. The tubes connected to it will probably need cleaned. For this, It will need to be taken to an authorized Aerus Electrolux store for repair.
There are a few other things that could cause the vacuum to not run. See the following page for more information:

The question mark light on the canister of my Electrolux Epic 6500 series has come on and the vacum will not power one. This has never occurred before. It seems to be somethng with the bag but we checked...

This indicates that the bag is full, but may be caused by other problems. If you have fine dust in your area, the bag may seem like it's not full, but the pores in the bag are clogged so the vacuum will shut off as if the bag is full. This can be partially solved by setting the dial on top to the smallest dot.
The problem could also be caused by a dirty afterfilter. This filter is located beneath the tool caddy on the back of the machine. Access is gained by pressing the tab on the back of the machine and lifting the caddy. If dirty, replace it. If you don't have a replacement, check to see if the vacuum will run without it. It should if there is not other problem causing the vacuum to not run.
Third, try detaching the hose, turn the machine on to see if it runs. If it does, place your hand over the in port. If the vacuum shuts off, the problem is most likely a broken, worn, or clogged Control Valve Assembly. This is the part the dial connects to. This is a problem that should only be repaired by an authorized Aerus Electrolux service tech. If you have been using generic "Made to fit Electrolux" bags, the motor and interior of the machine should be cleaned. This is worth doing as there should be a long "life" ahead for the vacuum. Periodic maintenance should be done.
You can find the nearest store using the below link.
It could also be caused by loose connections, worn or broken switch/es, broken wires, or bad motor. This can be narrowed down at the shop.
