Mobile Safari is rated the best, I prefer chrome though. The mobile data is going to be whatever your carrier provides, no way around that.

You want the Opera Mini web browser.
You will need to navigate to http://m.opera.com/ with your phones native browser and click on "Download Opera Mini 5.1". alternatively, here is a direct download link to the file if you can open it on your phone from here.

The SGH-T739 (Katalyst) handset features a WAP (Wireless Application Protocol) browser that allows you to access and navigate the wireless web using your phone.
To connect to the internet just press the right soft key for t-zones, while in standby mode. The t-zones browser will be launched and the T-Mobile Web page is displayed.
To disconnect from the internet simply press the red end call button .
