Before using tool
It may be necessary to remove air from
the system (“prime the pump”) so the
clean solution will flow to the tool. Follow
1. Attach tool to hose and turn the carpet
2. Put the tool on a hard surface or
against your hand to block off the suction.
3. Wait a few seconds (can take up to
15 seconds). Then squeeze the trigger
and begin cleaning.

Under the plastic under the water tank (its a pain to pull apart to get to it) there is a solenoid that actuates the water between the floor and the tools. This is toast if its not spraying the floor, its simply not reacting to the signal to let it go through to the water side.
Seems to be a common problem with the Bissell Proheats. You can order a new one online for about $12 and try to get to it to replace it yourself (if you can open up the base its obvious which part it is if you just follow the hoses).

I just brought mine home...assembled per instructions and tried all the troubleshooting thus far to no avail. So I popped off the brushes per instructions and took a screwdriver to the hole where the brushes axle inserts underneath the vacuum and turned the whole manually. This either a) loosened it a little from the factory or b) moved the blades that the centrifuge was forcing to more optimum positions. In either case, the blades started working. note: when you turn, you should feel some resistance. As others noted, if it doesn't turn at all, turns way to freely or doesn't turn smoothly, then it's a bearing issue.

SOURCE: Bissell carpet cleaner
I have owned three Bissell cleaners and experienced clogged hoses each and every use. Do not put carpet cleaning solution in these machines. They are not designed correctly. If you have a tough spot, just use some liquid dishwasher detergent and a scrub brush. It will get almost anything out! Try it! Then, use the Bissell with hot water only to clean up any detergent residue.
Have a great day! Bissell Sucks!
