Dump the fuel in the tank, get new gas and new oil and start over. Get a carbeurator cleaner additive for the gas as your carb. is dirty resulting in the sporatic operation.
A spray carb. cleaner that you squirt into the air intake by removing the air filter will also work for you. In fact, when you are getting the carb. cleaner get a new air cleaner and a new spark plug. get back and let me know how u make out.

Does it have a primer bulb? If so, make sure the bulb is not cracked. Also, make sure the fuel lines are not cracked and the fuel supply line reaches the bottom of the tank. Fuel lines, as silly as it sounds, degrade when exposed to gas for long periods of time. If they are cracked it will draw more air than fuel and not allow the engine to run. You can buy replacement fuel line/primer bulb kits for under $10 at practically any hardware store.

You may need to have a rebuild kit put oin the carb...or you can try cleaning the carb out....it may have "varnished gas" that may have blocked one of the orifices...I use a torch tip cleaner to clean out ports and needle jets as well as soaking...also have found that seafoam works well as a carb soak...there is also the possibility there is no spark(bad coil), the lead that shuts down the engine is always grounded(which will result in no spark). Try sparying a little Ether into the carb to see if it will kick over...this will ensure everything electrical is ok
