Basics to check for 'No-Start' condition:
1) Spark plug - brown or dark brown - OK
a) is it carbon or fuel fouled
b) is there spark
2) Muffler remove for inspection
a) exhaust screen clean or plugged
b) inspect cylinder wall/piston as the flywheel is slowly rotated
3) Check cylinder compression
Fuel starvation - 'lean fuel' condition
Basic things to check:
1) spark plug
2) spark arrestor in muffler
3) fuel lines and tank filter
4) turn adjustment needles out (counterclockwise) 1/4 to 1/2 turn
5) check impulse tube and intake boot for cracks or leaks
*if all of the above are OK and/or do not improve performance then:
6) replace gaskets/diaphragms
a) use a spray carb cleaner to clean jets, holes, and body of carb
b) fuel pump diaphragm goes against the carb body,
then the gasket towards the outside
c) metering gasket goes against the carb body,
and the diaphragm goes towards the outside

The only possible on line source is here:
Stihl Contact us
Stihl considers all OE parts and Illustrated Parts Lists (IPL)s proprietary. When they discover an on line source they force it be removed. If your request for an IPL proves fruitless at Stihl PLEASE register your displeasure with this practice with Stihl.
Once you have tried Stihl, failed, and complained go here:
ArboristSite Beg for manuals thread (free to join)
A search for 020T netted a source of both the IPL and shop manual by cjcocn (send him? a PM) for one there are probably other sources.
If you search the "Chainsaw" thread you may find someone that has already this and posted the pit falls involved. I prefer to profit from others mistakes. They are a good bunch of folk that will eagerly welcome you to the fold. Enjoy. HTH

A hooked piece of wire through the gas cap will allow you to withdraw and remove the filter. A typical fuel system and a couple of suggestions follow:
At this point I like to provide an IPL that displays all fuel components and makes a good disassembly guide. Stihl considers all OE parts, IPLs and shop manuals proprietary. When they find an on-line source they force it be removed. Please contact them and request an IPL here:
Stihl USA Contact Us
When they decline your request Please file a complaint.

I am going to give you a qualified YES.
It is possible with Husqvarna and Echo.
All Stihl parts are proprietary and new OEM parts must be purchased through a local Stihl dealer. A phone call to your local store will answer your question and whether they have one in stock. If you do not want to utilize your local dealer eBay for a used part is your best option.
