If the fan is dirty you can try to clean it if you have cleaned it and it still doesn't work you can get another fan but you will need to know the model number of the CPU. You need to make sure you get a fan that is rated for that CPU or better other wise you can have overheating problems and you can burn out the CPU if run it like that for too long. The new fan should have a guide on how to replace the fan seeing not all chip sockets are the same so trying to describe how to remove the fan in 1 system is not the same in another.

when you say the fan runs does it start up and then spin at full speed or just start up spin and stop until needed again.

all thought it may look like your laptop is dead it might just be your screen, if you can see HDD light flashing away then you can assume its the monitor try attaching a external monitor and see what happens

My hp touchsmart 300-1223 fan runs but nothing else works

Hi Howard -
A few questions for you - When you press the Power Button, do you see and flashing LEDs? If so, which LEDs and how many times do they flash?

You can try unplugging the system from any power, hold down the power button for 30 seconds (drains all flea power) and plug it in and try. Basic move, but I've had it work several times before.

First, have you ever changed/upgraded a CPU? It take quite a bit of research to upgrage. If you look at this spec of the Mobo your options are very limited, The Mobo only supports 2 different type Processors, 1, Core 2 Duo (Merom); , 2 Core 2 Duo (Penryn): If you have a 64bit OS consider a memory upgrade, if you haven't already.
